Apps like Spotify where I don't have to pay for premium?

Hi guys, I was wondering if there are any free websites + apps where purchasing a premium account or subscription is not required, and in which also provides music which can be accessed via both PC and handheld devices. If there are, please list them below. Help is much appreciated. Thx guys :) Preferably a site/app which also allows you to create your own playlists.
