How to better my Writing skills?

I'm an avid reader and an aspiring writer. I write blogs well... But when I think of starting to write my first novel, my hands hesitate a lot. So, I understood that before I write a novel, I should better write lot of short fiction, like short stories etc. I even started. But I was unable to write scenes in a descriptive manner.. I feel like I don't have good vocab or good grammar to explain those scenes in words. I'm from India, and English is not my first language, but it's not that I don't have good English skills. I do. I read a lot of books and understand them well, I even enjoy Edgar Allan Poe's poetry and stuff like that and worked for my college magazine too... But there is this feeling inside me that I can't create an actual story with the standards of the published authors, with all those descriptions about the setting and the surroundings .. Help!
