What is the baseline GPU that could handle GTA V on high settings?

I am putting together a gaming rig, and originally, I had planed to use a Radeon 7970 GHz ED, but its going to cost to much. What is the best GPU I could get for $200 USD or under that will run high with most games at around 60FPS? Would a Radeon 7870, or a GTX 660TI do the trick?
