How to solve this problem: 9 to the power of 1/2?

How do you solve exponents that are shown as a fraction? examples: 10 to the 1/2, 4 to the 2/5 ? I know how to do 5 to the second: 25, 5 to the first: 5. Thanks for any help. High school algebra I
