Can my american husband stay in philippines more than 21 days?

He will be visiting this coming december. To have our first christmas together. Since we are still going through with the visa process and its taking too long for us. He decided to visit me. He cant use his balik bayan though because it would only work if i was with him the whole trip. Help . I really want him to stay more than 21 days.
