a parking fine from last year from an old car?

I have just received a letter that has been redirected from my old address for a parking fine from last year it's now gone up to nearly 400 quid. It's from a car park in Leeds, I didn't even know i had a parking fine and now this? the car went back in November last year and my licence hasn't been used since. In fact i haven't reapplied for my licence since i lost it from having too many points. What the heck do i do about this i haven't got any money :( ?
