How to activate or turn on bluetooth adapter?

My bf has an adapter built inside his 32-bit Windows 7 pc and we have no idea in Hades how to turn it on and when we installed the Bluetooth software, it kept telling us to turn the Bluetooth device on, even though my bf's Bluetooth supported Sanyo Innuendo phone had Bluetooth turned on! How do you activate the blasted adapter? Thanks in advance!
