How do colleges look at marks from university courses in highschool?

Specifically, I want to know what a college would think about for example: Application 1 has 75% average in all college courses Application 2 has 70% average in all university courses (of the same courses) Would the fact that applicant 2 took university courses mediate the lower mark? (if the program requires at least a 70% average) I understand other factors are involved when choosing applicants, but would applicant 1 & 2 be "tied" based on marks?
