How to keep a Siberian Husky cool in Florida?

Hi guys! My family recently adopted an 11 month old siberian husky. We live in Florida and even in the winter time he is always panting unless we put him on the porch. Otherwise we keep him inside. He still seems to always be hot, is there anything we can do to cool him down and make him more comfortable? Thanks!
