Is it tacky to put photo of yourself on resume for Web & Graphic Design position?

The thing is, my name is very hispanic. However I do not look hispanic at all, I have blonder hair, blue eyes and look very white. I greaduated from a popular UC school with great GPA, have tons of experience (more than my friends) who are getting call backs from different employers. I even have more experience than my other friends applying for jobs, however they are getting the calls for interviews, not me. When you have a name like Eduardo Juavier Gonzalez Jr, it's hard IMO to comete with my peers like: Chad Smith, Tyler Peasrson, etc...
