In Photography good DSLR or Lens?

I am planning to buy my first DSLR i am a beginner with some skills, i have watched many tutorials and i am an advanced beginner.Please recommend be a good Advanced DSLR and A good tele lens (Should be Nikon or Canon). what must a good photographer have - good DSLR + Bad lens or OK DSLR + Good lens. My Budget is below 80,000 in total (DSLR + Lens)
