How to start being a web designer?

I have recently finished school and I am now in college studying computer science, I want to design graphics and create websites as a full time job when I finish and I am wondering what the correct job name for this would be and what steps I should take to becoming this and also if there is anything I should start doing now, also if you have any ideas for what the best programs are for designing/creating graphics and websites I'd be very grateful. Thanks.
