Is it better to wax or shave?

I always shave but its really annoying that the hair grows back so quick. something after i shave i realize that i cut myself and thats annoying to. I want to try the wax stripes but i don't want to waste my money on something that doesn't work. does it hurt and how long will it take before the hair start growing back? i get my eyebrows waxed every two weeks so i think i can deal with the pain or is it worse then getting your eyebrows waxed sorry if this is a lot i jus need to know.
