I bought these shorts...?

I went to goodwill a couple days ago (i like tailoring clothes). I thought it would be a good idea to get high waisted pants so i can cut them into shorts and tighten the waist band somehow, they all look perfect but i have no idea how to tighten them, please help, and i do not want to use one of those elastics that you sew on the inside of shorts.
