3G feels a lot more responsive than ADSL2+ In NZ?

Just wondering for New Zealand, why does 3G feel a lot more responsive in web browsing than ADSL2+? It often has very quick page load times while downloads are generally slow 500kb/s. While ADSL2+ which doesn't offer quick page load times have a much higher download speeds of 2.5MB/s Meanwhile in other countries, it seems like the complete opposite being ADSL2+/VDSL2/cable/fiber being both more responsive and quicker than 3G
