Whats the best $250 or less camera available?

I am looking for a good camera as a gift. I was thinking in the $250 or less range. Doesn’t have to be the best But I want one that will consistently take great photo's. I did see these three and was wondering if they are any good? Sony Dsch200 Nikon Coolpix L820 Samsung WB110 Please feel free to recommend some if you feel these aren’t worth it.
