17 year old mother wanting to move out?

My mom verbally abuses me every day about how I am a bad parent because I go to school. And her newly husband has bipolar and is on mood stabilizers and flips out when my daughter makes any noise at all. Is it possible for me to move out with my child if I have a safe and stable environment for my 2 year old daughter?
