Painting over rusty chrome plated metal?

Hi guys! I am trying to restore my old bike, some parts like stem, handlebars and seatpost are chrome plated. I tried sanding it to make it rough with a 100 grit sandpaper and remove some of the rust. The chrome plating is not removed after sanding, it seems like it is so thick. I tried to spray it with primer from a spray can. I noticed that the primer isn't holding that hard. Is there any way to paint the chrome plated metal? Some say I should use self etching primer, will it work on it? Thanks guys!
