Why are the Indian bowlers so pathetic?

Leave the spinners. They do their job when the conditions suit them. What about our pacers? We are not asking them bowl at 140+. They just can't. At least, maintain line and length. When they fail in India, we forgive them because the wickets don't favor them. Why do they fail when the conditions are favorable to them? Should we also import players? Even a third grade Australian or English bowler who is selected only when other 15 bowlers are all injured at the same time can be the leading pacer for India. Pathetic.
