Is the ACT or SAT necessary if you plan on being a universal transfer student at a technical college?

Im currently in high school and I plan on doing 2 years as a Universal Transfer student at a technical school then transfering to a 4 year University. I want to know if I still will need the ACT or SAT after Im finished at the technical school or not.
