What is a good ETF or no load mutual fund to get?

I just joined Scottrade and there are so many ETF's and Mutual funds to wade through I would like some picks to steer me in the right direction. I am a new investor, fairly young with limited resources, so I'm looking for something for supplemental income with low fees, no load, small initial investment, pays out dividends often, can be long or short term since I have decades of time, and if at all possible are their any that invest in socially conscious areas?
