How do i talk to him again?

Long story short. I met this guy hes 19 im 18. we hung out 3 times. we hooked up and thats pretty much it. he stopped talking to me and 3 weeks later texted me saying sorry his phone was broken. YEAH RIIGHTTT. so i answered saying not to waste his time and if hes talking to me out of boredom to stop. he didnt answer. i waant to talk to him now but idk what to say bc i was mean-ish in the last text. i feel a little bad for being a *****. what do i do help :)
