Can I put Vaseline under makeup?

Is it good to put Vaseline under makeup? Or is it better to put it on before and wait a day or two for the moisture to absorb in the face. I usually use vaselina for lip balm (restorage for dry /chapped lips) I want to know if it benefits for putting it under makeup (sorry inexperience with makeup)
