What are "Desktop Configuration Settings"?

I keep getting "Desktop Configuration Settings" in my computer's recycle bin. To be on the safe side I have always clicked "Restore" on this item. What are these settings and how do they end up my computer's recycle bin? What do they do? Genuine answers only please. Thank you.
