Is there an app where I can create "if-then" statements until I reach a desired answer?

This is a weird thing to look for but what I need is an app that asks the user a series of questions and depending on the users choices it will show them a particular answer. Kind of like 20 questions or a flowchart but something I can edit and is easy to view on a phone.
