Adopting a black baby?

My husband and I are both black, and have decided to adopt. We tried going though our state foster/adoption agency. The process is very lengthy. Does anyone know how much a private adoption cost. The one we spoke with is asking for $20,000 for the process. This is crazy. Is the process the same for adopting black babies? This process is not as simple as I was told in the beginning. We are both great with children and we have a great home to share with a child. Just trying not to get frustrated with the process.
