How do I tell him I want to talk on the phone?

So me and a friend I'm cool with always text but never really talk on the phone. How do I tell him I want to talk on the phone. I don't want to just say "I'm going to call you" or "can you call me" or "can I call you" I really don't know how to tell him I want to call him because I'm scared of rejection. What do I do about this?
