How can I get rid of my dry skin?

I have dry skin and I've tried everything from lotions to exfoliating with a Clinique product. Nothing works, when I put on my foundations it looks flaky and my concealer doesnt cover up anything. Everyone else's make up looks so natural and beautiful I wanna look nice with my makeup on. I want my makeup to look silk like how everyone else has it. Should I use a facial peel? I never used it and they look so expensive. If you can help I will highly appreciate it.
