Should we ask all small town of Canada to have an in door green house for winter foods?

We could get a grant from the government to help build these green houses.We could grow many different foods, trade with other small towns and sell to Canadian stores. The older Canadian can teach the younger Canadian how to grow food in Canada. Tell me what you think! Could this work?
