somebody who nows alot of pc's and phones?

i don't have a phone that can use apple store ore andriod play store, but to manage a clan on ghosts u need one of them, is there a way to actually use andriod store on a pc, i already tried bluestacks but its says that the app cannot be played on this device, Help pleas
