galaxy s4 bluetooth cannot find jabra headset?

Ive just upgraded from the s2 to s4 and im having problems with bluetooth, I used an odb2 bluetooth device to do engine diagnostics using the torque app, it worked fine on the s2 but on the s4 it paired but didnt connect in the app. Now ive just tried my headset and it will not even find it ive tried resetting the phone the headset, the s2 can find it but obviously ive unpaired it to use on the s4 but it doesnt even find the headset! Im confused!
