I can't download anything on google chrome?

I was trying to download a picture from deviantart then it says, "Cannot save due to insufficient permissions. Please save to another location." please help. I tried uninstalling and installing Chrome, and I've turned off my Antivirus but it won't work. What should I do to fix this?
