I'm 19 so is it too late to seriously return to basketball? Is it all over or can I develop and progress?

I'm currently a soccer player but I've played basketball since age 12. I played basketball throughout high- school for the team on some most occasions and I was progressing well as a player but I quit at age 16 because I was friends with all the soccer players so I thought it was only right to carry on with soccer over basketball. I've not enjoyed playing soccer for a few years and I regret not taking basketball seriously. I've played basketball recreationally but I'd like to take this seriously because I know that if I worked hard and dedicated myself to basketball at e.g. age 13 I know I could've been very good. What I want to know now is, is it still possible to reach that potential at age 19? I'm 6'1, so I'd probably play point guard. I know this position will take a lot of hard work to develop ball handling and becoming an overall leader when using set plays, etc. I have the basic techniques already from my past experience. It's just a question of whether I can really develop, improve my ability and progress seriously as a player
