Can terrorism and cults be the same or can one transition into the other?

I feel that terrorism in time transition into a cult to gain structure and maintain stability. For example, ISIS being known as a terrorist group formed into a nation wide cult following where if you're not radicalized then you die in the name of their far right beliefs. Right?
