Why does the government get to choose what we do with our bodies?

E.G.: age limits of tattoos, body modifications, abortions, etc. It's our body, should be our choice, shouldn't it? Don't take this the wrong way, I'm just a 17 year old girl wanting some opinions on this. I don't plan on getting tattoos, body modifications, or an abortion.
