Question about the manufacture of VCDs?

When I open up the files on a VCD when it's inserted into my computer the folders contained on the disc all have the same specific date ex: "2/3/1997 2:00 PM". Would this date mean that that is the date that the actual disc was pressed? Or is it only the date that those folders were grouped together and created? And if so is there any way to find out the specific date of the pressing?
