Does the hiring manager make the last decision?

Yesterday I did an interview over the phone for a job. She told me to come in at 5 pm today to meet the hiring manager. She told me to dress casual and that I'd be taking a drug test. Will I have to do a second interview with the hiring manager? Does the hiring manager make the decision?
