"Wordpress" or "PHP MySQL" is good for Dynamic Website, for managing?Specially for people who have idea but are not software developer ?

Started to blog but Google says you need a website for adsense thought why not a dynamic site with unlimited users(hope) who can also post content and forum But not have knowledge of websites and its delaying my project Do I need to learn web development for managing site? what should I keep in mind while getting work done by freelancers or company.
