Can I Ask Any Barber To Do My Hair The Way They Think Would Look Good?

I go to a black barber for my bald fades and I was wondering if any barber can do a good haircut if you just tell them what they think would look best? I read that expensive barbers ($50+) can give you some good ones they think is best. This guy has been doing it for around 15 years and is pretty good but charges $15. Sorry if my question is confusing.
