How do I track someone's iPhone without them know and without using find my iPhone or find my friends?

My friend has a crazy ex boyfriend from a different state but we believe he has been leaving notes on her new current boyfriends car in a completely different state. We just want to know how to track him to make sure he is not near her or her new boyfriend. pls pls help!
