Is it normal for my dog to stare at me all day?

He does not stare in an aggressive manner...it's just non-stop staring. He does have an issue with begging when we eat, but even when there is no food around and he does not need to use the bathroom, he just sits/stands/lays there staring at me. Is this normal?
