Internet locks up?

So, a few days ago the internet wasn't working. The television was fine, but the internet wasn't. I wasn't in the room during my mom's call to our internet provider. I suppose yesterday when this happened again the lady on the other side of the call said that the internet was locked and it took her fifteen minutes to get it working again. I don't believe this because the internet was only off for three minutes. What's going on???
