What should I do in a situation where the instructor I paid is not doing theire job and ends up cancelling for whatever reason?

I paid the instructor about two months ago and whenever I call her to see when I can be scheduled she either doesn't answer or she answers and tells me the day, but when I ask her for the time she doesn't give it to me? However, when she does give me the day and the hour I go that day and time, but she never shows up. This is when she gives me a lame excuse and says she cancelled, but the thing is that she never notified us. It certainly is a waste of time and money and my parents are upset that she is doing this, but they don't think there is a way we can get our money back. What do you guys suggest should be done?
