Should you call an employer after submitting a job application online?

Surprisingly, a number of people say you SHOULDN’T do this as it annoys employers because they have your application and will hire you if they want to. However, I have actually GOTTEN jobs by calling after applying. There seems to be two sides, people who think calling after applying is bad and the employer will hire you if they want to since they have your application, and people who say calling after applying shoes initiative and makes you stand out (it’s sure worked for me more than once, my resume isn’t strong enough to get hired just from simply applying, it’s happened but the chances are LOW). What’s with these two conflicting views?
