Can you paper mache using flour, on top of glue?

I added a couple layers of glue and water paper mache onto a balloon for a project last night, but it doesn't seem strong enough to support itself once I pop the balloon. I was wondering if I can use flour and water paper mache on top of it when it's dry? Or is something weird gonna happen?
