Glitch in the Elder Scrolls V: Skyrim?

So, in Skyrim, I went into the Hall of Countenance to buy the spell tomes for the Expert Destrucion skills. Once I spoke to Faralda and asked to buy something, she simply stared at me. No buy menu, no dialogue, the game did not freeze, and I could still exit the menu and walk around etc. I just couldn't buy anything from ANYONE. Later, I realized that I couldn't activate any chat options that would trigger some sort of action taken. I couldn't barter, train, brawl, or even get arrested. Guards would simply exit the chat and ask me again what I wanted to do. I tried reloading past saves, restarting, and even knocking a few people out for good measure, as well as jumping off a cliff with no results. Has anyone else experienced this glitch, and do you have any fixes for it? Any help will be appreciated.
