I'm 5'4, 17 and 56kg am I fat?

I'm 64.5 inches tall which is 164 cm and 5'4 or 5'5 I think, I'm pretty toned and stuff but I still feel fat?! is this considered fat? what is the idea weight for a 17 year old who is 5'4 ?
