Am I too young to wear makeup?

I know you have heard this question a tremendous amount of times, but am I really too young? I am 13, and frequently, I have gruesome acne. All I want to use is an acne clearing concealer. I have to buy it on the sly though because my mom doesn't understand the situation. She was one of those people who never got acne, and she follows some unheard Asian rule about not wearing cosmetics until you're 16. Anyways, thanks for hearing me out :)
