What are some really good affordable camera?

Hey, since a very young age I love talking pictures and also making film. In September, as part of my course in university, I will be going to Paris. (I'm from Ireland by the way) Which I am so excited about and I can't wait to go and explore and see all of its beautiful landmark, scenery and just places that not a lot of tourist have every been to or heard about. Not just only in France but also other part of Europe close to the French boarder, and I want to make a blog and a YouTube channel to show my friends and family. However I don't have a lot of money. So I would like to know if anyone know some really affordable camera preferably a DSLR or even if I have to get two (i.e a camcorder and a camera) that I can buy to start off with for my adventure around France and parts of Europe. My budget maximum €350 but I'll try and push it to €400. Thank you for reading and sorry if its really long.
