I need help with colleges.?

I want to go to college in Canada, for a fresh new experience outside of American schools. Which would be the best to be looking at for a dual-citizen ( I guess) low-middle income seventeen year old to start looking at? Also any sort of scholarships for someone who likes writing, or possibly going into either philosophy/ literature studies/ law would be helpful too. Since I do want to be in my house, or with someone else besides family; and of course as little as possible mooching.
